How To: Getting Semagic to Post Tags to InsaneJournal
Yeah, I can't live without this feature, to be honest. After digging through the comments at ljwin32_sema, I found the answer. Now, I'm a technical n00b most of the time, so it took me a second to figure out what was meant by "you run regedit (start/run), open HKEY_CURRENT_USER\software\alex semenov\livejournalU\user_[your username]\" and therefor was stuck from the get go. However, I figured it out, and, having done so, will share the how to [with images] with those who are as clueless as I am.
I'm running Window's XP, and therefor know not how to do this with anything you're running that's not extremely similar. If you run something different, and work out how to do this, feel free to let me know [images are great] and I can add it to this post.
First, you want to exit your Semagic program. I didn't, and it took me forever to figure out why my changes weren't taking.
Now, you must go down to your start button and fund the little run program. It looks like a text field trying to give the impression that it's running really fast when it's really not moving. Click on that, and you should get this image:

As you can see by my screen cap, you need to type in Regedit.I don't know if it's case sensitive, so don't risk it It's apparently not case sensitive.
When you hit okay, you'll come up with this window:
Click if you need this bigger:

Expand the folder that says HKEY_CURRENT_USER. From there you expand Software, then Alex Semenov. This is what your window should look like:

Now, you'll probably only have LiveJournalU. I have both that and LiveJournalU1 because I run two different versions of Semagic on my computer. That way my tags lists don't get mixed up between journaling sites. Expand LiveJournalU [or whatever version you're using], use this handy tutorial you'll find if you scroll to the comment to create a back up first, and scroll down to user_USERNAME [for example, I'd look for user_lilbreck]. click on that and you'll get a list of names in the panel to your right. Scroll down and look for TagListEnabled.
Double click on TagListenabled and you'll get a pop-up where you can change the value. It's probably on 0 right now. Change that to 1 and hit OK. Also do this for any other journals running off your client. I don't know what I was doing wrong, but I had to do this a couple of times to get it to stick. Be patient. eta: The problem with the change 'sticking' may have been because I had Semagic running at the time. So, I'd recommend turning it off.
Oh, before I forget, you can scroll up and do the same for LocationEnabled.
Now, a word on tags. If you post as different users from the same client and don't want to share tags between journals, it's pretty simple to do. Go to your program file for Semagic and locate the file named taglist.txt. To separate which tags go to which journal, now, just open that and save it in the same place as taglist.USERNAME.txt. For example, my taglist file for this journal would be called taglist.lilbreck.txt. Don't forget to clear the new file after/before you save it.

a few things about regedit. the Run box isn't case sensitive, so that's cool.
Best practices for using regedit: Always, always create a back up before you go digging around in there, it's literally the operating system instructions and if it gets messed up, it's not always easy to fix.
There are programs that can do this, but regedit has an export function built in. Once you have the LivejournalU folder clicked, go to the top, and click File-->Export:
then save it somewhere, name it something logical, though it doesn't matter, and the desktop is fine:
Then if it doesn't work after the fix, you can add the saved export back to repair by double clicking on the icon on the desktop (or where ever it got saved):

I don't use IJ that much, but the lack of tagging really irked me. So this is wonderful.
